SHIFT and Cognition AI entered into a strategic partnership in October 2025 and have since been engaged in initiatives such as supporting Japanese enterprises in the adoption of AI-driven development and providing system development services utilizing this technology.

Building upon these efforts, the parties have executed this Master Partner Agreement for “Devin” to further strengthen the partnership and establish a long-term support structure for the adoption and integration of AI-driven development.

Through this partnership, SHIFT and Cognition AI will pursue the following initiatives:
■ Provision of a Secure Development Environment through Cognition Platform
SHIFT will provide domestic enterprises with the Cognition Platform, which includes both Devin (autonomous AI software engineer) and Windsurf (agentic IDE), built on a foundation of deep codebase understanding, business logic awareness, and intelligent planning and execution capabilities.
The platform is offered in two enterprise solutions: the Cognition Dedicated Enterprise Platform for large, regulated enterprises with the strictest security requirements, featuring VPC or Dedicated SaaS deployment; and the Cognition Standard Enterprise Platform for mid-sized enterprises and digital natives, offering Dedicated SaaS or standard SaaS deployment. Both support major cloud platforms including Google Cloud, Azure, and AWS, ensuring that all data is stored within a managed environment and not utilized for training purposes, thereby ensuring rigorous data privacy.
With features such as team-specific customization, role-based access control, and audit logs, enterprise companies managing multiple projects and teams can utilize the platform with the highest levels of safety and security.
■ Comprehensive Long-term Support in Japanese, from Implementation to Integration
SHIFT will establish a comprehensive support system conducted entirely in Japanese, covering everything from the initial implementation to the full operational integration of the Cognition Platform. By providing a support structure tailored to the specific needs of domestic enterprises—including technical troubleshooting at the time of introduction, license procurement, and training for operational integration—SHIFT enables smooth implementation and operation without language barriers.
