To help central government agencies and municipalities solve their problems,
Established “SHIFT Public Portal,” which proposes optimal DX solutions.
SHIFT Inc. (“SHIFT,” headquartered in Minato-ku, Tokyo, Japan; Masaru Tange, CEO and Representative Director) has been providing support to solve DX issues for various central government ministries and local governments. With the acceleration of the full-scale transition of government information systems to government cloud and other systems, and the need for standardization of core business systems by fiscal 2025 in principle demanded by local governments, SHIFT will begin full-scale development of solutions for government agencies in response to the ever-increasing need for administrative DX.
We are also announcing that we have established a public portal, where we introduce solutions for government agencies and help to resolve DX issues.

Strengths of SHIFT’s Public-sector Solutions
■Achievement of accompanied support through collaboration between administrative experts, administrative system experts and IT professionals
In addition to experts on government agencies and administrative systems, SHIFT has many experienced professionals, including development engineers, consultants, and security personnel who promote agile development.
Through the collaboration of professionals in each area, we support our customers from the development of systems that ensure the high quality and reliability required of government agencies to consulting such as surveys and research.
■Acquiring ISO certification for security-related products
SHIFT has acquired ISO/IEC27001, an internationally recognized standard for information security management systems (ISMS), for its headquarters, Shinjuku 1 Office, Osaka 1 Office, and Nagoya 1 Office. We will also contribute to the promotion of DX by government agencies from a security-related perspective.
■Acquired two corporate certifications for AWS
SHIFT has two corporate certifications: AWS Advanced Tier Service Partner, a strong AWS partner team of trained and certified technologist with a proven track record in terms of customer experience, and AWS 200 APN Certification Distinction, a company with more than 200 valid AWS certifications in the company.
AWS specialists, including 2024 Japan AWS All Certifications Engineers certifiers who have all AWS credentials, strongly support the transition of government-information systems to, for example, the government cloud.

■Central ministries and agencies
– Quality consulting / quality PMO of the registration management system: supporting the quality improvement of the entire project and products from a third-party perspective.
– PMO of the infectious diseases emergency system project: developing high-quality systems efficiently in a short period of time in collaboration with stakeholders.
– DX / BPR support at incorporated administrative agencies: accompanied support from RPA development to organizational establishment.
– Support for quality assurance and testing of the establishment of a system related to the My Number: support from a quality perspective for projects that involved many stakeholders and required high difficulty to advance in a short period of time.
■Local government
– Support for PMO standardization of mission-critical operations systems in local governments: managing the progress of 20 standardized operations that differ in progress and analyzing and promoting the causes of delayed operations.
– Support for government cloud municipal priority demonstration: analyzing technical difficulty and cost-effectiveness of lifting and shifting municipal operations to government cloud.
– Support for quality improvement in system failures related to resident services: conducting defect analysis etc. directly related to resident services and accompanying support with quality and testing and lead to release.
– Support for introduction and organizational establishment of generation AI: organizing and analyzing documents and operations within the agency and tuning the accuracy of RAG to realize specialization and high precision in operations specific to the city.

With calling of DX for innovations in operations and services, is the public sector’s DX really proceeding smoothly? Is there a vicious circle in which delivery schedules is forcedly set for a variety of reasons, BPR and system planning lack considerations for the complexity of existing operations and systems, and those that certainly erode the quality of the system, mass-produce apps that do not produce the expected DX effect, and increase the human and financial burden for the maintenance and operation of these apps?
We want to help the national and local governments who feel a sense of stagnation in their DX.
We have participated in various difficult application development projects in the public sector from the middle of the projects and have successfully led them to release. In addition, from the upstream of system construction, we worked closely with the government ministries and municipalities on the ground, and by actively making concrete proposals as a quality professional and have accompanied with our customers until it ends successfully. Furthermore, while SHIFT is growing into a large company, we are continuing to remember our venture-oriented mindset.
