SHIFT Inc. Background to the Establishment of JADC
– The need for cybersecurity measures is increasing, while the shortage of specialist human resources is a challenge for the defense industry
Against the backdrop of destabilization and changes in the international security environment, the Government of Japan is working to strengthen its defense capabilities by increasing its defense budget. In particular, in response to cyber-attacks, which are becoming increasingly sophisticated, the Ministry of Defense is reviewing and revising various policies, including the Ministry of Defense Directive on Information Assurance, which is the information security policy of the Ministry of Defense, and implementing bold organizational reforms. Accordingly, efforts to select technologies and implement security measures are accelerating based on the perspectives of strengthening economic security and resilience.

On the other hand, in the domestic defense industry, there was a problem that there were a limited number of human resources with high technical expertise who understood the actual situation between the public and private sectors, and there were few domestic companies capable of receiving orders on defense-specialized consulting.

– A large number of specialists have a track record of supporting highly scarce and specialized defense industries.
In 2022, SHIFT was commissioned to undertake process management projects related to the development of defense-related systems. Since then, we have worked to expand our company by providing support to defense-related ministries and companies, recruiting highly specialized personnel in this field, and inviting advisors. In July 2024, we launched RMF Response Consulting Service for defense equipment manufacturers that are responsible for RMF response operations. In this way, we are developing a variety of highly scarce and specialized consulting services in the defense field.

In 2024 as well, we also completed our response to the “Defense Industry Cyber Security Manual” (official name: Special Provision on Securing Information Security in Procurement of Equipment and Services) within the defense industry and obtained the certification corresponding to these standards from the Northern Kanto Defense Bureau. Taking advantage of this track record, in March 2025, we began providing the Defense Industry Cybersecurity Standards Application System Establishment and Audit-Response Support Service for companies in the national defense-related procurement and companies belonging to that supply chain.

We have decided to establish JADC to resolve the expanding issues of the domestic defense industry by utilizing the high-level technical expertise we have cultivated through our extensive support track record for the defense industry and the relationships we have built up to date with the public and private sectors.

– Aiming for further sophistication and specialization of services to contribute to the resolution of issues in the national security area as a whole
In addition to providing a variety of consulting services specializing in the defense industry, with Aviation Week Network (Headquartered in New York, U.S.A., Greg Hamilton: President), a leading business intelligence company in the aerospace and defense domain, that SHIFT started collaboration with in March 2025, we will work to further deepen our technical domain and service content by conducting surveys, research and policy-making support for defense-related ministries and agencies. As well as the area of space and cyber security, which we are currently working on, we will contribute to solving issues in the national security area in general by further advancing the sophistication and specialization of services in the defense industry and strengthening the provision of intelligence to support the domestic and overseas aerospace and defense industries, so that we can advance support for priority areas such as the electromagnetic wave area and equipment transfer.

RMF consulting
We will provide various consulting services related to the U.S. Department of Defense (DoD) and RMF (Risk Management Framework) introduced by the Ministry of Defense and will fully support the establishment of a system in compliance with DoDI 8510, NIST SP800. A leading domestic expert team with extensive RMF consulting experience supports the early implementation and continuous implementation of RMF response.

JADC was established with the aim of contributing to the enhancement of our national security and defense capabilities through the provision of consulting services specializing in the defense industry. Our slogan, “Defending the defenders,” is a word symbolizing this philosophy.
